Graceland practicums and Delaware's clinical-site rules
On Graceland University's licensure chart, last issued in June 2020, Delaware's MSN answer is "Unknown". Delaware also puts unusual demands on schools from other states: the school, not the student, must notify the board and file paperwork before a Delaware clinical site takes its students. The MSN row explains itself. The degree was prepared for Iowa licensure and not approved by Delaware's board, so Graceland says it "cannot determine whether the program meets the educational requirements for licensure in this state" and points anyone planning to work in Delaware to the board before enrolling.
Graceland's wording elsewhere pulls two ways. Its FNP page places practicum work anywhere in the U.S., the Virgin Islands and Puerto Rico, yet the School of Nursing takes students only from states where it is approved to offer practicum experiences, with no public list. Delaware's notice rule, in Graceland terms
Delaware's nursing regulations (24 Del. Admin. Code 1900) hold every nursing education program to their clinical standards, graduate study included. A school from outside Delaware has to notify the board before a Delaware facility takes its students, and most of what the board wants maps onto Graceland paperwork you will recognize:
- Proof of approval or accreditation: for Graceland, its Iowa Board approval and CCNE accreditation.
- A copy of the written agreement with each clinical agency: Graceland's affiliation agreement for your site.
- The school's standards for clinical faculty and preceptors: the rules in Graceland's handbook.
- Who is teaching where: the preceptor and site you name on Appendix A.
- Current Delaware or multistate license copies for faculty and preceptors: details your preceptor supplies on Appendix B.
Delaware separately approves the facility itself ahead of any student assignment, deciding from forms the school sends, and keeps the right to inspect. All of that is the school's job rather than yours, so ask the School of Nursing how it handles Delaware before a long local search.
Full practice, and who counts as a preceptor
AANP lists Delaware among its full-practice states. No physician agreement is required of NPs, so an experienced NP running a practice alone can precept you if Graceland approves. Delaware's definition of preceptor asks for a currently licensed nurse educated to at least the baccalaureate level, and preceptors for online programs in Delaware facilities need a license or privileges at the NP level you are working toward, or higher. Graceland's own preceptor requirements apply on top.
Delaware signed the APRN Compact into law on August 4, 2021; Utah, Wyoming and the two Dakotas are the other enacting states. The compact needs seven enacting states before it operates, so it has no effect yet on your future NP license.
Where Delaware students search, and the license you need
About 588,000 Delawareans live inside the Philadelphia-Camden-Wilmington metro; the rest divide between the Dover metro and the Seaford micropolitan area. Bayhealth, Beebe Healthcare and ChristianaCare are large systems here, as is Nemours Children's Health, whose Delaware hospital is in Wilmington. They orient a search; none is presented as a Graceland site, and Delaware records no preceptor incentive.
Delaware's compact license has been in force since January 19, 2018, the same day as Missouri's and Iowa's, so any compact home state's multistate license reaches Delaware hours; Graceland separately expects the board's verification of that license for every state where you train. PMHNP telehealth patients in Maryland, Pennsylvania or New Jersey fall under that same license, since all three are compact states. The RN license guide has the detail.

Questions Graceland students ask
Can I live in Delaware and enroll in Graceland's online FNP or AGACNP program?
Ask the School of Nursing first. The June 2020 chart gives the MSN an Unknown in Delaware, and admission hinges on the practicum approvals Graceland holds state by state. The Delaware Board of Nursing can tell you how it would weigh the degree when you apply as an APRN.
Does the Delaware board have to approve my practicum clinic?
Yes. Delaware approves every clinical facility before a student is placed there, reviewing paperwork the school files and sometimes visiting. Since Graceland, not you, would file it, ask how the School of Nursing handles Delaware sites and allow extra lead time.
What license does a Delaware preceptor need for a Graceland student?
Delaware expects the school to supply a copy of each preceptor's current Delaware or multistate license. Graceland's Appendix B collects your preceptor's license details too, so gather them early and confirm with the contract coordinators that the license type suits both Delaware and Graceland.
Could I train across the line in Maryland instead?
Not as an MSN student hoping to sidestep the question. Graceland's June 2020 chart says the MSN will not lead to licensure in Maryland, a firmer answer than Delaware's Unknown.
