Graceland University nursing students in West Virginia
Graceland University's June 2020 chart lists West Virginia as "Unknown" for the MSN, meaning Graceland could not determine whether its NP tracks meet the state's educational requirements for licensure. The state's rules on clinical hours are clearer than that answer: for a graduate program at an NC-SARA school, state approval for clinicals is required only if ten or more students would share a single site. A misspelling is minor, but with the June 2020 date it is a nudge to write to the School of Nursing for a current reading. The MSN row itself tells anyone planning to work in West Virginia to contact the state board before enrolling. The licensure disclosures guide covers the chart as a whole.
Which West Virginia office has a say
West Virginia's RN board limits its education oversight to programs that prepare new nurses. A school from elsewhere training future RNs needs the board's approval, through its out-of-state prelicensure application, before its students use any West Virginia facility. Graduate programs get a different instruction: talk to the state's Higher Education Policy Commission (WVHEPC) and to your national nursing accreditor.
The Commission's nursing office, the Office of Nursing Education and Workforce Development, sets out the graduate test. Commission approval of West Virginia clinicals is required for an APRN or graduate program based elsewhere only when its school is not an NC-SARA member, or when ten or more of its students would be placed at the same site. Graceland joined NC-SARA in February 2016, and the office notes that post-licensure programs sit outside the RN board's regulation.
Collaboration rules and a small-metro map
AANP classifies West Virginia as reduced practice. A new NP's prescribing rests on a physician collaborative agreement for three years, and a Schedule II narcotic prescription may cover no more than three days.
The metros are modest in size. Huntington-Ashland, the largest in our research at roughly 366,000 people across West Virginia, Kentucky and Ohio, sits beside Charleston, Morgantown and the Martinsburg side of Hagerstown-Martinsburg. Marshall Health Network, WVU Medicine and Vandalia Health, the parent of CAMC, Mon Health and Davis Health, are the major systems, each handling students its own way. No state program rewarding West Virginia preceptors appeared in our research.
Your license depends on where you live
The Commission's guide also settles which license APRN and graduate students need for West Virginia clinicals: residents of West Virginia train on a West Virginia RN license, and students who reside in another state bring a multistate RN license. West Virginia has been part of the current compact since January 19, 2018.

Can I study Graceland's PMHNP from West Virginia?
With an unknown on the June 2020 MSN row, the licensure question goes to the West Virginia board before you enroll, and Graceland should confirm that West Virginia residents are being accepted. PMHNP telehealth hours add a license wherever each patient is located; see the telehealth page.
Does Graceland need HEPC approval for my West Virginia clinicals?
Only when a school lacks NC-SARA membership or places ten or more students at one site, per the Commission's nursing office. Graceland's membership began in February 2016. Graceland's own steps still apply to every site: Appendix A, an affiliation agreement and an approved preceptor.
Where does Graceland's chart stand in the states around West Virginia?
Virginia is marked as meeting. Pennsylvania and Ohio are unknown, like West Virginia, and Kentucky and Maryland are marked no. Crossing into Virginia for hours does not answer the West Virginia licensure question, and Graceland would need to approve that site, with your RN license valid there.
Does an Ohio resident need a West Virginia license for clinicals there?
Not by the Commission's guide: a graduate student whose primary residence is another state trains in West Virginia on a multistate RN license, which Ohio has issued since January 1, 2023.
