Graceland University students and New York's registration rule
Graceland University's June 2020 licensure chart rules out New York for the MSN. The state also has a rule most states lack: a nursing program from another state, or an online one, has to be registered with or approved by the State Education Department before a single student of that program trains in a New York clinical rotation. This page is written for New Yorkers already licensed and studying in Graceland's DNP or RN-BSN, for students moving in or out of the state, and for residents checking where they stand.

NYSED registers a program before its students train here
In New York, nursing licenses come from the Office of the Professions inside NYSED, the State Education Department, working with a State Board for Nursing. According to its nursing FAQ, a school based elsewhere, or teaching online, may put students into clinical rotations in the state only after NYSED registers or approves it. The lone exception is a federal site: a Veterans Administration or U.S. Armed Forces facility.
For NP students, the NP program itself has to be registered. To check one, send its name and address to opprogs@nysed.gov. NYSED's NP guidance even warns that clinical rotations done through an unregistered program could break the law.
SARA does not settle this. NYSED's Office of College and University Evaluation treats clinical placements in the licensed professions as a physical presence needing the Office of the Professions' prior approval or an exemption, and it says so for SARA schools too.
No compact: New York licenses stand alone
The compact map lists New York as a nonmember, and no legislation to change that is pending. Whatever license you hold from a compact state earns no practice privilege in New York; NYSED sends nurses in that position to a checklist for obtaining New York licensure.
Graceland expects a board-verified RN license where you live plus one for every approved state you train in. Practice agreements and New York's systems
AANP files New York under full practice, with a threshold for newer NPs: a collaborating physician, a written agreement and practice protocols stay in place until the NP passes 3,600 hours.
Mount Sinai Health System, NYC Health + Hospitals, Northwell Health, NewYork-Presbyterian and the University of Rochester Medical Center (UR Medicine) rank among the state's largest systems, and the biggest metros are New York City, Buffalo, Rochester and Albany. Each system keeps its own student terms, and NYSED's registration rule sits in front of all of them.

Can New York residents enroll in Graceland's NP tracks?
Not as a path to a New York NP license: the June 2020 chart rules the MSN out for New York licensure, FNP, AGACNP and PMHNP alike, and NYSED requires an NP program to be registered before its students do NP clinicals in the state. Graceland's School of Nursing can tell you whether New York residents are accepted; NYSED confirms registration.
Does my multistate license from another state work in New York?
No. Without compact membership, New York recognizes only the RN licenses it issues itself, and NYSED gives nurses licensed in other states a checklist for applying. Graceland would want board verification of the New York license before any hours there.
Are VA hospitals in New York treated differently?
NYSED's registration rule does not apply at federal facilities run by the Veterans Administration or the U.S. Armed Forces. That exception is New York's own; it leaves Graceland's chart answer unchanged, and a VA site would still go through Graceland's full approval, affiliation agreement included, with a preceptor Graceland has approved, before a single hour counts.
Is any state bordering New York marked as meeting?
Connecticut alone. The chart marks the other four, Vermont, Massachusetts, Pennsylvania and New Jersey, unknown. Because every row speaks for one state's license, hours in Connecticut would not open a New York license, and a practicum there needs the School of Nursing's approval plus an RN license Connecticut accepts.
