Oregon practicums for Graceland University nurse practitioner students
Graceland University's still-current licensure chart from June 2020 says its MSN leads to licensure in Oregon and that the Oregon board wants no extra reporting. Oregon's current rules line up with that: since July 1, 2021, out-of-state NP programs no longer need Board authorization to place students. What Oregon does insist on lands on you: an Oregon-issued license, since the state sits outside the compact.

What OSBN expects of out-of-state programs now
Oregon once screened online NP programs up front: its old rule in division 50 of OAR chapter 851 made NP students of non-Oregon graduate programs wait for Board authorization before starting clinical practicums in Oregon, and the state scrapped it as of July 1, 2021. Asked in its APRN FAQ whether a school based elsewhere must secure approval before placing APRN students, the Oregon State Board of Nursing (OSBN) now simply says no.
Notice filing survives only for pre-licensure PN and RN programs, which send the Board one form per track before learning activities begin and refile yearly under OAR chapter 851, division 21. OSBN exempts advanced practice programs from notice, along with degrees that confer no license, which it illustrates with RN-to-BSN, DNP and MSN programs outside advanced practice.
Two conditions stay with the school. Any faculty member teaching on Oregon soil must carry an active Oregon nursing license, and the institution must be authorized, through NC-SARA or the state's Higher Education Coordinating Commission, before it enrolls anyone living in Oregon. Graceland's online programs have taken part in NC-SARA since February 2016, with renewal every February.
Preceptors and where Oregon NP students look
Oregon grants NPs full practice authority, so seasoned NPs can precept any Graceland track with no physician arrangement in the picture; Graceland's preceptor requirements set the credential and experience bar. Oregon has no state preceptor incentive on file.
The Portland-Vancouver-Hillsboro metro counts about 2.5 million people, close to 2 million of them on the Oregon side, and Salem, Eugene-Springfield and Bend follow well behind. NP students tend to approach Legacy Health, OHSU (Oregon Health & Science University), Kaiser Permanente Northwest, Samaritan Health Services and Providence's Oregon hospitals and clinics. Each runs its own student process, so none of them should be read as a site already arranged for Graceland.
An Oregon license, and the Columbia River line
Because Oregon never adopted the compact, a multistate license issued by Missouri, Iowa or any other member gives you nothing at an Oregon site. Graceland requires board-verified, unencumbered licensure where you live and at every practicum location, so Oregon hours mean an Oregon RN license (RN license guide). Any PMHNP telehealth visit with a patient sitting in Oregon calls for that license as well.
Portland's metro spills across the river into Washington, which matters if you live in Vancouver. Kaiser Permanente Northwest serves both sides, so check each candidate site's state before it goes on Appendix A.

Questions Graceland students ask
Does Graceland need Oregon board approval before my FNP practicum?
Not under current Oregon rules. The prior-authorization requirement for out-of-state NP programs ended in July 2021, and OSBN's APRN FAQ confirms that a school based elsewhere can place NP students without its sign-off. Graceland still decides which states it accepts NP students from, so confirm Oregon with the School of Nursing before enrolling.
I hold a Washington multistate license. Can I train at a Portland clinic?
Not on that license alone. Washington belongs to the compact and Oregon does not, so the multistate privilege ends at the state line. Hours at a Portland site need an Oregon RN license, which Graceland verifies through the Oregon board before any of those hours count.
Do Graceland DNP students need to notify the Oregon board?
OSBN lists DNP programs among those with no notice duty, together with RN-to-BSN programs and MSN programs outside advanced practice, and Graceland's DNP row for Oregon is the usual post-licensure No. Your practice mentor and site still need Graceland's approval, so ask your faculty advisor how the DNP practice hours are set up.
Is Graceland authorized to enroll students who live in Oregon?
Oregon asks schools to be authorized, either through NC-SARA or through its Higher Education Coordinating Commission, before they enroll residents, and Graceland has held NC-SARA membership since February 2016. Whether the School of Nursing currently accepts NP students from Oregon is a separate, program-level question to put to Graceland directly.
Which Oregon systems suit an AGACNP student?
AGACNP practicums run in hospitals and specialists' offices; Graceland rules out urgent care, minute clinics and primary care offices. In Oregon that points students toward hospital-based systems such as OHSU, Legacy Health, Providence and Samaritan Health Services, each with its own student process.
