Graceland NP practicums in California and the Board of Registered Nursing
Graceland University's June 2020 chart, its most recent, says California asks nothing extra for licensure after a Graceland MSN. California's Board of Registered Nursing (BRN) adds rules for the years before graduation: it must sign off on an out-of-state NP program before that program's students train in California, and each student must hold a California RN license. Where California stands on Graceland's chart
California counts among the 32 Yes states for the MSN, and its row names the yardstick: NONPF's Criteria for Evaluation of Nurse Practitioner Programs. As on every row, the MSN answer covers all three NP tracks, the RN-to-MSN and the certificates.

16 CCR 1486: the Board approves the program first
California puts the approval burden on the school. Title 16, section 1486 of the state's regulations bars a non-California NP program from using California clinical sites until the BRN signs off. To qualify, the program meets NONPF and AACN standards, uses preceptors the Board would accept, and teaches California's NP statutes (sections 2835.7 and 2836.1) and its standardized-procedure rules.
The school opens the request on a BRN verification form, and the Board decides at a scheduled meeting, so approval moves at the pace of that calendar. Once approved, the school documents each California preceptor on a Board form kept in its own files. The tracks the BRN reviews include family, psychiatric-mental health and adult-gerontology acute care.
Nothing Graceland publishes says whether it holds this approval, or for which tracks. Put that exact question to the School of Nursing before you spend time on outreach.
Preceptors, practice rules and California's big systems
Section 1486 also sets preceptor rules. Your preceptor there needs a current California license in their own field and a background that matches your NP population; the school gives each one an orientation, reviews them on a two-year cycle, and signs a three-way document with the site and the preceptor describing the preceptor's duties. Graceland's preceptor requirements and affiliation agreement apply on top.
The AANP rates California restricted: in select settings and procedures NPs work under a standardized protocol agreement, with some exemptions. Your preceptor's clinic will know which applies, and it shapes what ordering and prescribing you watch.
Most Californians live in four metros. Greater Los Angeles counts roughly 12.8 million people, the Inland Empire about 4.8 million, the Bay Area's core metro about 4.6 million and greater San Diego about 3.3 million. NP students commonly try Kaiser Permanente's Northern and Southern California regions, Sutter Health, Stanford Health Care, the six University of California academic health systems and, in Los Angeles, Cedars-Sinai. Each sets its own student process, and California has no state preceptor incentive on file.
A California RN license, whatever you hold elsewhere
California never joined the Nurse Licensure Compact. Subsection (d) of the same regulation requires every student of an out-of-state NP program to carry a current, active California RN license before clinical experience there, and a multistate license from Missouri, Iowa or Arizona does not substitute. Graceland adds its own requirement of board-verified licensure in each practicum state (RN license guide).
The same license matters later: California grants NP certification only to nurses who already hold its RN license. PMHNP students seeing California patients by telehealth need it for those visits as well (telehealth rules).

Questions Graceland students ask
Can I complete Graceland FNP practicums in the Los Angeles area?
Yes, once three things line up: Graceland confirms it accepts FNP students from California, it holds the BRN approval 16 CCR 1486 requires of out-of-state NP programs, and you hold an active California RN license. From there, an LA-area primary care clinic can be proposed through Appendix A like any other site.
Doesn't Graceland's chart say California has no extra requirements?
It does, but it answers a different question. The chart row concerns licensure after graduation and dates from June 2020. The BRN rule governs clinical placements during the program. Ask the School of Nursing for its current position on both before you enroll or start planning California practicums.
I'm an RN-BSN student in San Diego. Do California's NP rules apply?
No, 16 CCR 1486 is written for NP programs. For RN-BSN students the BRN points only to Business and Professions Code 2729 and shows no separate process for out-of-state post-licensure programs. Graceland allows some RN-BSN practice experiences at your employer when that supports the course objectives, so ask your course faculty.
Can I do practicum hours inside the system where I already work?
Graceland allows it off your own unit and with a preceptor outside your reporting line. Large employers such as Kaiser Permanente or Sutter Health may run their own student rules, so ask the education office and tell the contract coordinator if the site uses its own request system (practicum at your workplace).
