South Carolina and Graceland University's online MSN
South Carolina is one of the 32 states where Graceland University's June 2020 chart says the MSN meets licensure requirements. The state's approval regulation for out-of-state schools is aimed at programs that prepare new nurses, so your practicums rest on Graceland's own approvals, starting with the School of Nursing's confirmation that it accepts South Carolina residents.

Graceland's South Carolina chart row
The MSN answer is Yes, on certification grounds. According to the row, South Carolina adds nothing of its own; NP education is measured against the NONPF criteria, a graduate needs a degree that qualifies for national certification, and Graceland says its MSN provides one. Graceland's PDF prints this row with a couple of typing slips, which change nothing about its meaning, and like every row it dates from June 2020.

Practice agreements and Regulation 91-6
South Carolina sits in AANP's restricted group. An NP there needs a physician's signature on a practice agreement before performing delegated acts, and the law caps how much of a controlled substance an NP may supply. In practice, most NP preceptors you approach will work alongside a physician partner, and a practice with both on staff can help you meet Graceland's two-preceptor rule without changing sites.
Regulation 91-6 is the state's rule for nursing programs whose parent school is elsewhere. It requires South Carolina Board approval before such a program runs clinicals that lead to a first license, with conditions such as full approval at home, on-shift faculty supervision on site by a nurse holding a South Carolina or other compact-state license, and a written affiliation agreement. Nothing in the regulation mentions nurse practitioner programs or RN-to-BSN completion degrees. Graceland's graduate students already hold RN licenses, so if a facility raises 91-6, forward the question to the contract coordinators.
Systems, metros and the Charlotte question
South Carolina searches often begin with Prisma Health and MUSC Health. Roper St. Francis Healthcare, McLeod Health and Lexington Health, which runs Lexington Medical Center, come next. Columbia, Charleston-North Charleston and Greenville-Anderson-Greer are the state's own large metros. These are search examples only: each system has its own student process, and none has committed to Graceland students.
Students on the South Carolina side of the Charlotte-Concord-Gastonia metro face a line worth respecting. Charlotte itself is in North Carolina, one of five states where Graceland's chart says the MSN does not lead to licensure. Your compact license would travel, but whether Graceland will approve a North Carolina site for you is a separate question to settle in writing before you sign anything.
South Carolina also offers preceptors a state income tax credit, extended through tax year 2029, but only when the student attends a South Carolina college or university, public or independent. A preceptor who hosts a Graceland student does not qualify.
Licensure for South Carolina practicum hours
Graceland checks your RN license on two fronts: the state you call home and every state hosting practicum hours. Each must be unencumbered, and each is proven by a board verification in Castle Branch rather than a card. A South Carolina resident's multistate license, available since the state implemented the compact on January 19, 2018, settles both for in-state clinics. Questions Graceland students ask
Does Regulation 91-6 mean Graceland needs South Carolina Board approval?
As written, 91-6 targets visiting programs that train people for their first nursing license, and it never mentions NP or RN-to-BSN programs. Graceland's MSN students are licensed RNs. If a South Carolina site asks about Board approval, send the question to the contract coordinators at soncontracts@graceland.edu, who handle every site agreement for Graceland.
Can I count Graceland hours at a Charlotte clinic if I live in South Carolina?
Only with Graceland's written approval, and it is not a given. Graceland's June 2020 chart places North Carolina among the five states where the MSN does not lead to licensure. Your multistate license would be valid there, because the compact covers both states, yet the School of Nursing has to confirm it can approve a North Carolina practicum for you.
Can my preceptor claim South Carolina's preceptor tax credit for my practicum?
No. It is reserved for physician, APRN and PA preceptors teaching students of South Carolina's own public and independent schools, among other conditions. Graceland is based in Iowa and Missouri, so practicums with its students do not count toward it, even when the clinic and preceptor are in South Carolina.
Can an NP who works under a physician practice agreement precept me?
Yes, in principle. Nothing in Graceland's handbook rules out an NP because state law requires a physician agreement. Graceland applies its own standard for degree, experience and license, and the course lead faculty or a contract coordinator approves each preceptor through Appendix B.
